They include the Cross Island Parkway, Brooklyn Queens Expressway (BQE), Grand Central Parkway (GCP), Long Island Expressway (LIE), Jackie Robinson Parkway, Van Wyck Expressway, Belt Parkway, Nassau Expressway, and Clearview Expressway.
Traffic tickets issued in Queens are adjudicated in the Traffic Violations Bureau (“TVB”). This is a division of the New York State Department of Motor Vehicles. The TVB has two locations in Queens, in the northern area near the Whitestone Bridge and in the southern area, near JFK Airport. For the most part, the court location you are assigned depends on the location of the alleged violation.
The Traffic Violations Bureau adjudicates tickets in a much different manner than courts in the rest of New York State. There is no prosecutor. Police officers prosecute their own tickets. Plea bargaining is not permitted under any circumstances. Every contested ticket must have a hearing. For this reason, there is a significant backlog in the courts, and it may take several years before your case finally goes ahead for a hearing.
